Impact Evaluation Study of Rashtriya Krishi Vikas Yojana in Chhattisgarh

Client:  Directorate of Horticulture & Farm Forestry, Chhattisgarh

Study Area: Seven districts of Chhattisgarh namely Bilaspur, Dhamtari, Dantewada, Narayanpur, Kanker, Janjgir Chapa and Mahasamund

Timeframe – 1st April 2010 to 30th July 2010

Key Observations during Impact Assessment study:

At the outset, it is important to mention that with given number and capacity of staff in Horticulture department, the project has contributed to a large extent to reach a section of the farmers. However, as the project is continuing, there are many scopes for improvement in different aspects of the project. The general observations are noted below:

1)   The primary and sole motivation to get involved or interested about availing benefits of the scheme has been the subsidy component of the program. It is interesting that out of 18 samples most are big farmers, or had some existing social status. They were also interested in the program because they could avail the subsidy.
2)   Many educated professional, earlier engaged in different non-horticulture business/job shifted to RKVY project.
3)   Role of department in creating market chain or of marketing of products, processing of fruits and vegetables could not be found much significant in this study.
4)   It can be perceived from individual discussion with farmers that they have received valuable technical support from department from time to time.
6)   While doing a random sampling of farmers for the mid term evaluation of RKVY in Chattisgarh, the study found its beneficiaries to be skewed towards an economically developed section
7)   It was interesting finding that beneficiaries have high political or social network and in nearly 30 percent cases members had a political connection, either they were ‘Sarpanch’ of Panchayats in past or Zonal President of Political parties or Cooperatives.
8)   It was observed that the farmers mostly with land holding of 4 acres or more, having a social and political networks and also financial ability are the beneficiaries of RKVY.
